I have over 18 years experience providing written expert opinions, testify in court and by deposition as an expert witness in areas of contractor/contract fraud, construction defects, commercial vehicle accidents, insurance claims, violations of the DTPA and job site safety violations by applying industry standards, building codes and laws. 

 

  My expertise in the construction industry and as a testifying expert has been upheld by several District Court Judges after Daubert/Robinson challenges filed by opposing counsels.  Expert reports I provided, including court testimony and opinions has been upheld in the Court of Appeals and Texas Supreme Court see (Norris J. Devoll v. Rebecca Demonbreun). 

 

  I have worked many years with Texas RioGrande Legal Aid, an organization of attorneys that helps the disadvantaged, elderly and low income families, in providing opinions for construction related disputes.

 

  I offer discounted rates to the disadvantaged, elderly and low income families who need an expert witness to review their case.  In some cases I offer free opinions or reduced rates for the elderly and those in need.

 

MORE ABOUT ME….

 

  I began working with my father in a family custom home construction business in 1982.  During this time period I contracted with several other home builders and contractors.  I received extensive hands on experience in concrete foundations, framing, drywall, trim carpentry, masonry, plumbing, A/C & Heating, roofing and landscaping.  I received many years of major renovation experience and new construction.  

 

  In 1989 I started and developed commercial trucking operations hauling construction related commodities in addition to building custom homes.  We transported heavy equipment and aggregates throughout Texas.  I Purchased and managed a mid-sized fleet of tractor trailers, flatbeds, equipment low-boys, tandems and several pieces of heavy equipment (e.g. large dozers, excavators, wheel/track loaders, haul trucks and service units). Constructed new heavy equipment maintenance repair facilities and provided hands-on supervision on all truck and machinery repairs.

 

  This operation also included excavation work that has now grown to ownership of several pieces of large Caterpillar earth moving size machinery.  This company manages heavy equipment site-work operations involving aggregate mining and distribution of aggregates in the Eagle Ford Shale.

 

  In 1994 I started working with attorneys providing expert reports by investigating disputes between homeowners and contractors including reviewing many insurance claims for both the insured and the insurer.  I assisted and testified in a variety of cases in litigation as an expert witness or by helping to resolve disputes between the parties.  I have extensive knowledge in industry standards, construction contract interpretations and contract development including violations of the DTPA, fraud and fraudulent inducement.  I am quite familiar with the Texas Insurance Code and claims handling practices.  I have provided numerous reports outlining my opinions and applying industry standards to many different construction related problems (e.g. incomplete work, unacceptable work, overpayments/draws and banking fraud).  I provided calculations for value of completed work and calculations of costs to complete work or costs to bring unacceptable work up to industry standards and/or building codes. 

 

  I am experienced in testifying in court and by deposition as an expert witness for construction related problems, insurance claims, commercial vehicle accidents and job-site safety and injury claims.  During my past 18 years of experience working as an expert witness I have had the pleasure to work with some of the best law firms and most respected attorneys and insurance companies.  I provide services in developing deposition questions, helping to mediate different disputes, providing detailed reports describing the issues and costs in clear simple language.

 

  In 2002 I started Stein Homes.  I built several custom homes priced from 250k.  Hired all sub-contractors, employees and managed all company operations.  I worked directly with clients and architects to build custom homes from design stages to completion.  Purchased, sold, re-zoned land tracts for new home construction.  I have built custom homes throughout Bexar and surrounding counties.
