  Consultant for commercial enterprise including consumer/contract attorneys, construction or insurance companies.  Specialist in reviewing and investigating construction related disputes, commercial vehicle accidents and job-site safety practices or accidents, contractor fraud, fraudulent inducement, DTPA violations and insurance claims handling in mediation or litigation by application of industry standards. 

  Construction contract management coordinator implementing strong managerial, scheduling and supervisory skills over entire development projects of commercial site-work, master planned developments, subdivision developments and new home construction.


 SUMMARY OF QUALIFICATIONS


   26 years President and General Manager of a complete site-work/heavy equipment operation.

   26 years of project management experience in residential and commercial construction from planning stages to completion of projects.

  18 years experience in consulting with attorneys/insurance companies, testifying in court and by deposition as an expert witness involving contractor fraud, commercial vehicle accidents, construction defects, insurance claims, violations of the DTPA, job site safety conditions and accident investigations by applying industry standards and laws.  Expertise in the construction industry and as a testifying expert has been upheld by several District Court Judges after several Daubert/Robinson challenges filed by opposing counsel.  Expert reports I provided, including court testimony and opinions has been upheld in the Court of Appeals and Texas Supreme Court.

  15 years operations manager of a mid-size intrastate trucking company servicing the mining industry, construction related commodities and heavy equipment transportation industry.

  Stein Developments, LLC. 2008 to Present * President and General Manager Created this company for managing heavy equipment site-work operations involving aggregate mining and distribution of aggregates in the Eagle Ford Shale.  Provided site-work construction for oil/natural gas drilling sites. Complete construction of commercial and multi-family developments. 

   Texas Building and Developments, LTD 2008 to Present * Director of Building and Development Created this limited partnership to purchase land and build new developments for multi-family and commercial projects to be sold to local, national investment pools and international investors.  Purchased, sold, re-zoned land tracts, sub-divided, plat and master plan projects for new construction.

   Aristocrat Development, LLC. 2008 to 2011 *Operations Construction Manager Acquired several distressed apartment complexes.  Completely rebuilt complexes, assisted management, employees and subcontractors in all aspects of their work.  Created ideas for improving vacancies rates from 60%+ to less than 10% in approximately 90 days. 

   Stein Homes, Inc. 2002 to Present * President and Operations Manager Developed company to manage and take over all new construction contracts from C&L Stein Construction, Inc.  Built several custom homes priced from 250k up.  Hired all sub-contractors, employees and managed all company operations. Worked directly with clients and architects to build custom homes from design to completion.  Purchased, sold, re-zoned land tracts for new home construction.

   C & L Stein Construction, Inc. 1989 to Present * President and General Manager Managed commercial trucking operation hauling construction related commodities, heavy equipment and aggregates throughout Texas.  Purchased and managed mid-sized fleet of tractor trailers, flatbeds, equipment low-boys, tandems, articulating trucks and several pieces of heavy equipment (e.g. large dozers, excavators, wheel/track loaders, haul trucks and service units).  Constructed heavy equipment maintenance repair facilities and provided hands-on supervision on all truck and machinery repair, rebuilding including maintenance.  Responsible for all aspects of company operations (e.g., acquiring work, estimating costs, submitting bids/proposals, hiring employees and sub-contractors).  Met with customers and engineers to plan projects.  Completed new homes and site work projects involving removing thousands of cubic yards of debris and aggregates daily.  Filed and prepared tax forms (e.g., 941, W2, 1099, S-corporate returns, profit & loss forms, quarterly reports).  Maintained accounting records.

   Worked with attorneys, insurance companies and policyholders by investigating, assisting and testifying in a variety of cases in litigation as an expert witness or by helping to resolve disputes between parties.

   J. L. Stein Construction, Inc. 1984 to 1989 * Building Superintendent Worked in family construction business and contracted with several builders and contractors.  Received hands on experience in concrete, framing, drywall, trim carpentry, masonry, plumbing, A/C & Heating, roofing and landscaping.  Operated and transported heavy equipment (e.g., bulldozers, excavators, backhoes, bobcats, trenching equipment, hydraulic hammers and milling machines).
